So which parts does it have on it plus any pictures will also help to? All I remember seeing on the Southern Calif. Cars (which was the leader of all the Emissions Movement) for their OEM Emissions Systems on the 1961 to 1965 model cars was the first PCV System's, All the Flathead V8's starting in 1949 as well as the first OHV V8's from 1954 to 1956 and the Small and Big Sixes going from the late 1950's (the 215, 223, 262 OHV Six). All of our Falcon small six's (144, 170, & 200's) from 1960 to 1965 will have the SCV Carbs like a Holley 1904 or then on the Later model Small and Big Six's (223 & 262's) got the AutoLite 1100 or 1101, plus they also had the Infamous Load O Matic Distributors in California up to the end of 1965 models, the other 49 states used those until the end of 1967 models.
Also remember that Calif. also required the earlier OHV engine Car's and Trucks to be retrofitted with the PVC System within only a few years of the first factory installed PVC systems used on the 1961 models. It didn't stop there there were quite few other Aftermarket Systems that the ARB (Air Resources Board of Southern California) also required over the years such as the No NOx system to control the Vacuum Advance system, plus they controlled the Emissions of the Gas Stations, Spray Painting and Auto Body Shops, Smoke Stack Industries, Bakeries, etc. California was at that time the second only to Michigan with its many Automotive Assembly Plants but little by little it soon became unprofitable for them to meet all the requirements so they mostly left California.
